When we talk about “Scheduling the Finals,” we are looking at the critical endgame sequence. You cannot just call for a final building inspection out of nowhere. You have to coordinate your final electrical, final plumbing, and final mechanical inspections first, alongside getting your permanent power meter hot from the utility company.
If one piece of the puzzle delays, the whole sequence collapses.
